Three lists, read together

The ministry's export single window publishes every registration it holds as yearly files. Two kinds matter here. RIEL is the national register of companies with industrial activity. The maquila registers list companies in the export manufacturing regime.

RIEL has 2,938 registrations. Testigo dropped those of natural persons and kept 1,960 companies. The maquila registers add 469 companies.

The third list is a document, not a dataset: the reply to a public information request, dated December 2024, naming the 318 companies with an approved maquila programme and the sector of each. Testigo left out the service companies and the natural persons on it.

Together the three hold 2,721 rows. A company on more than one list is kept once, which leaves 2,270.

Because there is no activity code, Paraguayan companies are found by name only. They do not appear under a sector filter and Paraguay has no pages in the directory.

What "active" means in Paraguay

Each registration has a state and an expiry date. ACTIVO means the registration is in force. REGISTRO VENCIDO means it expired and was not renewed. Testigo loads both and shows the state as written, because an expired industrial registration does not by itself mean the company stopped.

Of the companies kept from RIEL, 1,095 were ACTIVO in the edition read.

The tax ID: RUC

A Paraguayan RUC is a number followed by a check digit, written after a hyphen. The ministry's file writes the two together as one number, so the same RUC can look one digit longer there.

Official lists

No sanction list is loaded for Paraguay. The maquila registers are used as a source of companies. A record says which list it came from.

What is not checked

  • What the company makes. There is no activity code.
  • Where the plant is. There is no street address and the position is approximate.
  • How to reach the company. The file gives no contact.
  • Whether the 2024 maquila document is still current. It was a single reply, not a maintained list.
  • Certificates, capacity, quality and financial health.

The same portal shows more detail company by company, including an address and an activity. That was seen but not loaded.
