Short answer
Testigo looked for an official list of manufacturers in 9 more countries and could not use any: Honduras, Guatemala, the Dominican Republic, Costa Rica, Panama, El Salvador, Nicaragua, Bolivia and Venezuela. In each case the file was read where one exists, and the reason is given below.
What a source needs before it goes on Testigo
- It is official: published by a government body.
- It names companies or plants, row by row.
- It says what each one does, with an activity code or a clear manufacturing regime.
- Its terms allow the data to be shown on a site like this one.
A country is missing here when no source met all four. That is a statement about what is published, not about the country's industry.

Honduras
The statistics institute publishes its directory of economic establishments for 2024 as a spreadsheet. It has 288,723 rows, 12,911 of them in manufacturing, with an activity code, a department, a municipality and a size band.
It is anonymised. In every row the name reads as a numbered establishment, and the tax ID, the address and the start date are replaced by the word CONFIDENCIAL. It can be used to count plants by place and activity. It cannot be used to find one. No file with names is linked from the institute's page, and no licence statement was found.
Guatemala
The statistics institute publishes a national directory of companies for 2024 under a Creative Commons Attribution licence. It has 645,430 rows, 29,450 in manufacturing.
The file has 8 columns and none identifies a company. There is a running number in place of a name, no tax ID and no address. The activity is the name of the broad section only, so one manufacturer cannot be told from another by what it makes.
Dominican Republic
The tax office publishes its register of taxpayers as one file of 791,412 rows, with the tax ID, legal name, trade name, a short activity text, a date and a status. Testigo read it and found 23,804 legal entities whose activity text reads as manufacturing.
The terms of use are the reason it is not here. The tax office authorises downloading its files for non-commercial purposes and asks anyone who wants commercial use to contact it. It also asks that the information not be reproduced on other sites.
The file has its own limits. The activity is free text cut at 30 characters, with no code. There is no address or contact. Only 49.5% of the manufacturing rows are marked active.
The free zone council publishes yearly lists of approved companies as PDF files. They are a record of approvals, not a current roster, they carry no tax ID, and the site grants no reuse. The statistics office's directory of companies could not be reached: the site answered with a challenge page.
Costa Rica
The export promotion agency publishes a directory of companies in the free zone regime: 1,125 entries. 300 of them are in a processing category, the nearest sign of manufacturing.
Each entry gives a legal name, a tax ID, a regime category and a province, canton and district. There is no activity code, so a processor can be in any goods sector. There is no street address, phone, email or website. The list has no date. The agency's terms speak of its logos and marks and say nothing either way about reuse of the directory.
Panama
Two lists were found. The tax directorate publishes the companies registered in the Panamá Pacífico area: 409 names with a status and nothing else. The trade ministry publishes the active free zones: 15 zones, not the companies in them.
Neither says what a company makes. A list of names with no activity is not a plant list.
El Salvador
No official list of companies or plants published as data was found. The textile and apparel chamber shows a member directory with a name, a specialty, a phone, an address and a website: 20 entries when it was read. It is a private association's list, small, with no terms of use on the page.
Nicaragua
The free zone commission has a directory page. When it was read it held two headings and no company rows, no embedded file and no link to one. No other official list was found.
Bolivia and Venezuela
In Bolivia the commerce registry publishes monthly statistical reports as PDF files. They give totals. Company lookups are one at a time. No official row-level file was found.
In Venezuela the search found only one-by-one lookups, such as the tax ID lookup and the contractor register, and unofficial directories. No official row-level file was found.
What would change this
- Honduras or Guatemala publishing their directories with company names.
- The Dominican tax office granting permission for commercial use.
- Any of these countries publishing a company or plant list with activity codes and terms that allow reuse.
The United States and Canada are a different case. Their sources are mapped and they are planned, but nothing is loaded yet. The coverage page shows every country in one table.
Frequently asked questions
Why are there no plants from Honduras or Guatemala on Testigo?
Because the official directories of both countries are published without names. Honduras replaces the name, tax ID and address with placeholders in every row. Guatemala's file has no name, tax ID or address at all. They show how many manufacturers exist and where, but they cannot be used to find a company.
Can I use the Dominican Republic's taxpayer file to find manufacturers?
You can download it and read it for your own work. The tax office's terms allow non-commercial use and ask for contact before any commercial use, so Testigo does not show it. The file has a tax ID and names but no address, no contact and only a short activity text.
Is there a public list of free zone manufacturers in Costa Rica?
There is a public directory of companies in the free zone regime, published by the export promotion agency. It gives the legal name, tax ID, regime category and district. It has no activity code, address or contact, so it does not say what each company makes. Testigo does not load it.
Will Testigo add these countries later?
A country is added when it publishes an official list that names companies, says what they do and allows reuse. Testigo read the files named on this page in October 2026. If a publisher changes what it releases or its terms, the country can be loaded. Until then no count is shown.
