The Padrón RUC: two files, one key

SUNAT publishes its taxpayer register in two forms. The monthly file on the national open data portal has the activity, the number of workers and the district, but no name and no address. The Padrón reducido on SUNAT's own site has the name, the address and the status, but no activity. Both carry the RUC, so they join exactly.

The monthly file holds 13,478,460 taxpayers. Most are natural persons, which Testigo dropped. 916,556 are legal entities, and 78,588 of those have a manufacturing activity.

The file gives the activity as text, not as a code. Testigo matched its 416 distinct descriptions to the classes of the international classification, CIIU Rev. 4, and read by eye the ones that did not match exactly.

SUNAT also publishes a file of annex premises: 37,801 extra addresses for 18,514 of these manufacturers. It does not say what each one is, so a plant cannot be told from a shop or a warehouse. It is not on Testigo yet.

What "active" means in Peru

The register gives two things. The status says whether the taxpayer is ACTIVO or has been struck off. The address condition says whether the tax office found the taxpayer at its declared address: HABIDO if it did, NO HABIDO or NO HALLADO if it did not.

Testigo loads only companies that are ACTIVO and HABIDO. In the edition read, 3,330 manufacturing companies were struck off or not found at their address. They are not on Testigo.

The tax ID: RUC

A Peruvian RUC has 11 digits. The first two tell you the kind of taxpayer. Companies start with 20. Natural persons start with 10, 15 or 17.

If a supplier's RUC starts with 10, you are dealing with a person who trades in their own name, not with a registered company.

Official lists

No separate list is loaded for Peru. The register itself carries the main warning sign, the address condition, and Testigo applies it when loading.

  • Where the plant is. The address is the fiscal one and the position is approximate.
  • How to reach the company. The register gives no contact.
  • Certificates, capacity, quality and financial health.
  • Natural persons. They are not on Testigo.
